$823,000 Spent on Post-Coital Penis Washing Program in South Africa: Just One Part of $39.5 Billion Foreign Aid Budget
Hard-pressed American taxpayers contributed $823,000 to a program to study the possibility of post-coital penis washing as an AIDS-prevention measure which forms one tiny part of the U.S.’s $39.5 billion foreign aid budget.
The almost unbelievable story about the anti-AIDS program has been running for a year in South Africa and only ended on August 31 this year.
According to the U.S. Department of Health and Human Services report which can be found here, the project was designed to study if the “protective effect of-male circumcision on HIV acquisition may be due to improved genital hygiene.”
The project proposal explained how this was to be accomplished: “We propose to evaluate the feasibility of a post-coital genital hygiene study among men unwilling to be circumcised in Orange Farm, South Africa.
“The first step in the intervention development process is to test the feasibility of post-coital male genital hygiene.
“The aim of the proposed feasibility study is to evaluate the feasibility and acceptability of a post-coital male genital hygiene procedure, which participants will be asked to practice immediately post-coitus or at least 12 hours after.
“The feasibility of a prevention RCT with an alternating intervention design on the effect of post-coital penile hygiene on HIV incidence among young males in South Africa will be substantiated if the procedure is acceptable, is deemed convenient and practicable by the target population, and if adherence is high.”
In other words, $823,000 was spent checking to see if adult African males washed their penises after sex. This then would, the proposal said, allow a “plan to test whether this might protect men from becoming HIV infected in a later study.”
The penis-washing program is part of a larger $12-million UCLA study which is aimed at trying to encourage Africans to undergo voluntary HIV testing.
Even this amount of money is puny compared to a fact sheet issued by the Office of the Director of U.S. Foreign Assistance for the most recent (2009) USAID budget summary overview which can be found here.
According to that fact sheet, the financial year 2009 International Affairs Budget for the Department of State, the U.S. Agency for International Development (USAID), and other foreign affairs agencies, totals approximately $39.5 billion.
Iraq and Afghanistan have recently overtaken Israel as the biggest recipients of foreign aid. According to the latest figures, released in the U.S. Census Bureau’s 2010 Statistical Abstract, which can be found here, Iraq received $8.1 billion in 2007, followed by Afghanistan with $5.8 billion.
Israel came in at third place with $ 2.5 billion, still way ahead of the shocking fourth placed Russia, which was given $1.5 billion in foreign aid.
The American Third Position says that we have neither an obligation nor a responsibility to provide eternally for the undeveloped countries of the world, who, through their own ineptitude, have not raised their standard of living.
It is absolutely immoral to take money from our own citizens, many of whom are in need of charity themselves, against their will, to give to other peoples half a world away.
We believe that charity starts at home. American taxpayers’ cash ought to remain at home until there are no Americans in poverty.

I suppose our treacherous government will next require another million hard-earned U.S. tax payer dollars to teach these darling people proper post rectal fecal discharge cleansing procedures.

Since they believe the cure for AIDS is raping children, I really don't see any benefit to having a clean pecker.
This story remains me of an article I read in the Discovery magazine a few years ago when researchers went to Africa to study why blacks seemed to have such a high instance of HIV infection than other heterosexual groups in the world. What they expected to find was some genetic or other biological reason behind the phenomenon ,and what they found was just plain promiscuity whereby each black male and female had numerous partners in which they were having unprotected sex thereby creating a network of infection throughout the continent. Contrary to the notoriously corrupt leadership in many of these African continents and their idea that it was the result of white imperialism and racism as being a reason as to why they are in such a mess simply doesn't pan-out.
